The City Attorney is appointed by the City Council to serve as the chief legal advisor to the Council, the City Manager, and all City departments, offices, and agencies. The City Attorney’s Office represents the City in all legal proceedings.

The City Attorney’s Office is committed to providing the highest quality legal representation possible to meet the present and future needs of the City of Eloy in an efficient and effective manner. The Office maintains an open door policy to encourage continuous communication between City departments and their legal representatives.

Stephen R. Cooper

Was born in Casa Grande, Arizona August 27, 1957; admitted to bar, 1983, Arizona and U.S. Court of Appeals, Ninth Circuit.

Education
Central Arizona College; Arizona State University (B.S., 1979); Southwestern University School of Law (J.D., 1983).

Casa Grande City Council, 1993-2001. Mayor Pro Tempore, City of Casa Grande, 1995-1996. Member, Board of Medical Examiners, State of Arizona, 1992-1996. Member, Joint Study Committee on Regulatory Reform and Enforcement, State of Arizona, 1992-1993. Member State of Arizona Selection Committee, Board of Executive Clemency (2003 - Present), State of Arizona Oil & Gas Commission (2007 - Present), Hearing Officer Gila River Gaming Commission, President Casa Grande Historical Society, Vice President Florence Preservation Foundation, Attorney for City of Eloy, Town Attorney for Town of Kearny and Town of Hayden, Attorney for Pinal County Water Augmentation Authority. State Bar of Arizona.

Elizabeth Ryan Rueter

Was born in Chandler, Arizona, December 31, 1966; admitted to bar, 1992, Arizona.

Education
Arizona State University (B.S., 1989; J.D., 1992). Pedrick Scholar.
